I agree if you want more NPC/enemies there are better mods, although nothing to do with the soldiers/civil war If you want a similar mod, i guess immersive patrol and populated civil war may prove a better choice in terms of stability, however i don't use those cause i already have mods that added many things in the world and those seem to have the gray face bug which for me is a big NO Increased Population Rising Threat. So, I was looking for some decent/ good civil war mods that made that aspect of the game much more interesting and fun to play, like more battles or events, units and lore. We have focused on those that work for more than one gadget.
